Wilton 2040, A Plan for the Wilton Growth Area (Wilton 2040) sets the land use vision and structure for the Wilton Growth Area. The map shown below is the location of Wilton Growth Area and its seven planning precincts. Each precinct will contribute to making Wilton a thriving local community, providing homes, jobs, recreation and community facilities.
Wilton is set to deliver 15,000 new homes that will be supported by 15,000 jobs, new infrastructure, schools, community facilities and open space across over the next twenty years.
Wilton will be known for its protection and conservation of the natural environment, particularly its koala corridor, enhancing the experience of living and working in Wilton.
The majority of the planning for Wilton has been led by the NSW Department of Planning, Housing and Infrastructure (DPHI). Council will support the vision through a series of site specific DCPs (neighbourhood plans) to ensure a well-planned town is developed for Wollondilly residents. Council will continue to advocate for the delivery of key services and infrastructure such as electrified rail, bus services, community facilities and open space.

Wilton 2040 was adopted on 28 September 2018 that provides strategic direction for Wilton Growth Area to achieve the vision, objectives and its implementation over the next 20 years as the area grows.
Wilton Growth Area Update 2023 provides a consolidated view of the government agency and Council collaboration and initiatives currently underway in Wilton.
Delivery of key infrastructure to support the Wilton Growth Area is outlined in the Wilton Infrastructure Phasing Plan (IPP), Wilton: Building a great new town (November 2020). The staging and prioritisation of critical transport and social infrastructure in conjunction with the residential development is critical for the success of the area.
The Wilton Growth Area Development Control Plan (DCP) aims to achieve an efficient and environmentally sensitive development outcome within the Wilton Growth Area.
The site specific DCPs for parts of the South East Wilton and North Wilton precincts are in place. As the area grows and new precincts are zoned, Council will exhibit supporting materials including site specific DCPs.
Council has prepared the Neighbourhood Plan Policy 2023 as a whole-of-Council approach for the processing of neighbourhood plans also known as site specific DCPs. These are intended to build on the information available to ensure development responds to site specific development matters.
The Wilton Greenfield Housing Code is a fast track complying development pathway for delivering new homes in low density residential areas in the Urban Development Zone. This Code applies to land in South East Wilton and North Wilton Precincts, with the exception of South East Wilton Stage 1.
The Cumberland Plain Conservation Plan (CPCP) was finalised with the NSW Government approval in place in August 2022, and Commonwealth approval in March 2024. It will support the delivery of housing, jobs and infrastructure while protecting important biodiversity, including threatened plants and animals.

The Commercial Centres Study has been prepared to better understand the demand, location, role and type of commercial centres (both existing and planned) in the Wilton Growth Area required to support the future population of the Wilton Growth Area.
