The DA was lodged with Council on 31 July 2024. This includes a concept development application for release areas 1, 3 and 4 for a total of 9,000+ dwellings across 972 hectares. It also has a detailed application for the release of Stage 1 for 613 residential lots, 12 lots for open space, two lots for continued rural use at this stage and one lot for conservation, across 112 hectares of the site.
The proposal will include dam de-watering, demolition, remediation, bulk earthworks, vegetation removal, subdivision works and establishment of asset protection zones.

The Draft Appin Contributions Plan was endorsed by Council on 25 June 2024, following a 38 day public exhibition period. This is now under review by IPART.
The Draft Contributions Plan proposes a contribution of $84,933 per residential lot and $298,634 per ha of non-residential development. These contributions will be for transport, open space, stormwater management and community facilities land for a revised estimated population of 55,950 and 18,650 homes, over a 30-year period. For Council to levy residential development in excess of the $20,000 per lot/dwelling cap, the Draft Contributions Plan needs to through IPART’s assessment process.
The Department of Planning and Environment announced the two release areas for North Appin and West Appin totalling 15,900 homes for Wollondilly in November 2022. The assessment of these Planning Proposals along with another area located in the Campbelltown LGA was conducted by the Department of Planning and Environment. The Larger Appin/Gilead area will provide an additional 19,000 dwellings between Campbelltown and Wollondilly.

Council’s position on the growth area is Appin is a long-term prospect and the announcement is a disappointment to Council. The essential infrastructure, road connections, public transport, schools hospitals and other essential services have not been identified for Wilton let alone the Appin area. If this development goes ahead it will effectively triple the population of Wollondilly Shire.
